Declining tax revenue accounts for most of the county's $1.2 million budget shortfall. Overruns at college library Faced with more than $800,000 in overruns and accounting errors on the learning resource center construction project, Feather River College trustees voted June 23 to use a special reserve fund to pay for the majority of the unanticipated costs. The move reduces the special fund, carefully built over many years using Secure Rural Schools money, by nearly half. The $800,000 figure may go up, pending negotiations with contractors and whether or not the college can shift a deferred maintenance block grant to the project. It took trustees one regular meeting June 16 and two special meetings June 20 and 23 to grasp the situation and chart a course of action. Over that time, the estimate of the overruns fluctuated from a low of $700,000 to a high of nearly $1 million. Several factors contributed to the delay in recognizing the extent of construction overruns. The initial, inaccurate soils analysis probably accounts for the largest portion of the total. In addition to the cost of a second report and foundation modifications, the problem delayed construc- tion until corrected. There was no separate project accounting. In addi- tion, the college switched accounting Systems during the course of construction. The state reimbursed the college in arrears. FRC submitted its paid invoices • to the state,and requested re- imbursement. As the college received reimbursement, it would post the funds received. A $313,515 accounting error, called "unreimbursed expenses," occurred when previously paid expenses were not deducted from the reimbursement, giving the impression there was a larger fund balance than there actually was. In reality, the "unreim- bursed expenses" were reim- bursed and they contributed to the $820,798 in project over- runs. Community leaders met in Quincy July 15 with CHP Commander Bruce Carpenter and his boss, Assistant Chief Todd Chadd. The two-hour session, conducted by state Assembly- man Dan Logue, took the local CHP to task over the way it has been doing busi- ness. Carpenter listened intently as community members, including Plumas County Sheriff Greg Hagwood, shared specifics about their troubling encounters with CHP officers. In general, the problems reported during the meeting concerned CHP officers being overly aggressive. Some told Carpenter they felt patrol- men were looking for any excuse at all to pull people over. Carpenter met Aug. 11 with a dozen Northern California CHP commanders, Hagwood and District Attorney David Hollister. On Aug. 19, he met again with Logue, Northern Division Chief Stephen Bell, Chadd and many of the participants from the July 15 meeting. Carpenter and Chadd emphasized that they are aware of the problems. Carpenter asked the audi- ence members to call him immediately (283-1100) if they have a problem with one of his officers.
