BOARD OF SUPERVISO S AT THE REGULAR MEETING OF THE BOARD OF SUPER- VISORS OF THE COUNTY OF PLUMAS, STATE OF CALI- FORNIA, HELD AT QUINCY, MONDAY, DECEMBER 3rd, 1951 at 10 O'CLOCK A.M. The roll is called and there are present. Chairman E. J, Humph- rey, Supervisors A. C. Donnen- wirth, J. F. Flanagan, C. E. Black- man, J. C. Cloman and Clerk Lois Alexander. Since copies of the previous meetings have been mailed to each Supervisor, the Chairman orders that the minutes be ap- proved as marled. Mr. Kelly of the State Board of Equalization and Chester Hard, Assessor and Tax Collector, ap- peared before the Board to dis- cuss assessment matters. Motion made by Supervisor Flanagan, seconded by Supervisor Donnenwlrth, that Supervisor Cloman be authorized to attend a meeting of the welfare committee to be held in Sacramento on De- cember 18 and 19, 1951. Carried and o ordered. The Board recesses until 1:30 P.M. $ $ $ 1:30 P. M. The Board reconvenes. All members present. Motion made by Supervisor Flanagan, seconded by Supervisor Blackman, that partial tax can- cellations Nos. 48 and 49, as pre- sented by Chester Hard, Tax Col- lector, be approved, and that the County Auditor be authorized to cancel the taxes as stated therein. Carried and so ordered. 2:OO P. M. This being the time and place set for the public auction of the public auction of the following descbed real property Beginning at a point which bears North 80 degrees 08' East 599.60 feet from the quarter section corner between Sections 11 and 14, TOwnship 24 North, Range 9 East, M.D,M., and running thence South 58 degrees East 100.9 feet; thence South 72 de- glees 08' West 75.90 feet; thence North 9 degrees 51' West 77.90 feet, to the place of beginning containing 0.067 acre and bids having been openea by the Chairman. and Harold Hent- schel being the only bidder m the sum of $40.00, a motion is made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that IT BE ORDERED that the above described real property be, and the same is hereby s01d to HAR- OLD HENTSCHEL, and that the istrict Attorney be instructed to prepare a Deed conveying said real property. Blackman be appointed to serve on the Board of Directors of the Northern California County Su- pervisors Association for the year 1952. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervis- Donnenwirth. that the Chairmav of this Board be authorized to sign the Application for Sewer Con- nection Permit for the county buildings in the Chester Sanitary District. Carried and so ordered. Motion made by Supervisor Flanagan, seconded by Supervisor DonnenwJrth, that the communi- cation from the Director of Fin- ance concerning the placement of an exhibit in the display case in the new east wlng of the State Capitol, be referred to the Board of Directors of the Plumas County Chamber of Commerce, with the request that they make a thor- ough study of this, making their recommendatior to this Board as soon as possible. Carried and so ordered. Donnenwirth, seconded i visor Blackman, that in accord- race with the petitions of taxpay- ers and registered voters of the Greenville Street Lighting Dis- trict, the Clerk of this Board be .nstructed to notify the Indian Valley Light and Power Company to install the following street lights: five (5) I00 watt lights, two to be located on Highway 89 ad- jacent to the Greenville High School and three orthe road to the Indian Valley !Rot Springs; and one (1) 200 watt street light to be located in the alley between Ann and Mill Streets. Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that upon the re- commendation of the Directors of the Plumas County Fair, the fol- lowing be appointed as Directors of the Plumas County Fair for a 3-year term commencing January 1, 1952: Arthur Peter C. Roy Carmichael George C. Langhorst Carried and so ordered. Motion made by Supervisor Flanagan, seconded by Supervisor Blackman, that the County Audi- tor be authorized to issue a war- want in the amount of $1,500.00 payable to the Treasury of the United States, same being in pay- ment of the county's share of the patrol of Round Valley Lake area at Greenville, California, Carried and so ordered. The categorical report of Mrs, Verna G. Beall, Welfare Director, is presented. On motion made by Supervisor Donnenwirth, second- ed by Supervisor Blackrnan, and unanimously carried, IT IS OR- DERED that the report be approv- ed as presented, and IT IS FUR- THER ORDERED that the County Auditor be authorized to issue warrants in payment of the aid amounts. Carried and so ordered. Motion made by Supervisor Btackman, seconded by Supervis- or Flanagan, that the Welfare De- partment be authorized to issue a grocery order of $25.00 per month to Elsie Ellis for six months. Carried and so ordered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Cloman, that Fred Rohr be allowed $50.00 relief in cash, same to be used for transportation, room and board to go to the University of California Hospital for needed treatment. Carried and so ordered. The Board recesses until 1:30 P.M. 1:90 P. M. The Board reconvenes. All members present. Upon the request of Francis L. O'Rourke, Road Commissioner, a motion is made by Supervisor Flanagan, seconded by Supervis- or Donnenwirth, that the County Auditor be authorized to transfer $2,000.00 from the Special Road Improvement Fund to the General Road Fund, same to be a loan and to be repaid when tax monies ac- crue. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Blackman, that the Road Com- missioner be authorized to re- build the bridge on the Oakland Camp road. Carried and so or- dered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Flanagan, that the Veterans Service Officer be authorized to change the counter in his office "at an expenditure not to exceed $20.00, same to be paid for from the Courthouse budget. Carried and so ordered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Flanagan, that Resolution No. 521 be adopted, concerning the exchange of land with the United States Of America; and that the Chairman and Clerk of this Board be authorized to sign and deliver amended escrow in- structions to the Orange County Title Company providing for the recordation and delivery to the United States of America of the Deed to the real property situate Orange County, described in in advance of de- the United States of the County of P1umas situate in Plu- described in Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervis- or Cloman, that Resolution No. 522 be adopted, approving the Service Agreement between the Western Pacific Railroad Com- pany and the County of Plumas, which provides for the construc- tion and servicing of a new grade crossing in connection with Con- tract S-I062(I) on road II-PIU- FAS-1062, and authorizing the Chairman and Clerk ot this Board to execut same. D MOtion made by Supervisor onnenwirth, seconded by Super- visor Cloman, that this Board res- cind its minute order of Novem- FACULTY PUPILS LOgK FORWARD TO 00rACAT00ON DAYS The facu:ties of both the mentary and hih schools, in addi- tion to some 500 pupils in the Greenville area, will begin with the closing bell on Friday after- noon of this week to enjoy a lon- ger-than-usual Christmas holiday vacation, according to Principals Jess MRginnis and Lyal Wells. The annual event this year will extend from December 21st to Monday, January 7th, by which time, without doubt, all those con- cerned will .be most anxious to again return to their respective halls of learning. RITES HELD SATURDAY FORDR. G. W. WORRELL Dr. G. W. Worrell of Johnston- ville, died Wednesday morning at 12:15 a.m, in the Veterans hospital at none. A native of Kansas he was born Sept. 8, 1895. He was recently elected to re- ceive the three degrees of Masonry in Lassen lodge No. 149, and had received the first degree, He was an active member of the Sheriff's Possee, American Legion. Johns- tonville Grange, and the Farm Bureau, and a veteran of World War' I. He served as veterinarian for the state department of agricul- ture for 22 years, and lived in Susanville for the past six years, where he had become a private veterinary surgeon. Funeral services were held at 2 p.m. Saturday in the Methodist church, with the Rev. E. E. Wilson officiating. Mrs. Ben Cunningham organist, and Reed Davis, soloist, participated. Interment was had at Janesville cemetery with graveside services under the direction of the Ameri- can ,Legion Thomas Tucker Post No. 204. Unit of the Plumas Oaunty Di-=- aster Council, since Tulsa E. Scott was already appointed as Chief of this Unit. Carried and so or- dered. Motion made by Supervisor Blackman, seconded by Supervis- or Donnenwirth, that pursuant to the appointment by Tulsa E. Scott of Verna G. Beall as Procurement and Mass Care Officer of the Plu- mas County Disaster Council, Mrs. Beall be authorized to use the county car after five o'clock as oceasion may necessitate in per- forming her duties. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Blackman, that this Board adver- tise for bids for groceries, drugs, meat and propane for the Plumas County Hospital; Stove Oil and Groceries for the Juvenile Hall; 'Propane for the Quincy Memorial Hall; Fuel Oil for the Plumas County Courthouse; Publishing el Proceedings, Legal Notices, Job and Other Printing, coming undex the jurisdiction of the Board of Supervisors; Burial of County In- digents; Diesel Fuel Oil for the Library and Justice Court Build- ing and the Portola Memorial Hall, both at Portola; and, Jan- itorial Supplies for the County Courthouse. Wendell Guess are the proud parents of a baby boy l)orn on December 11 at the Plu- mzs Industrial Hospital, Quincy. fie weighed 7 pounds and has two brothers and a sister awaiting his arrival at home. Mr. Guess is the principal of the Taylorsville school and the three youngsters have been staying with Mrs. Mickey Donaldson during their mother's absence from home. SURPRISE FOR ERIC A surprise party was staged at The Cub on Monday, Dec. 17, in honor of Eric Wills. in observance of his birthday anniversary. Bobby Buehler and George Wilkinson are said to have been the instigators of the affair, which was much en- joyed by all who attended. PERSONAL BENEFIT OF USE OF GOLDEN RULE TOLD BY FLOOD AIDE Words are wonderful only when they have in them the essence of truth or when the speaker ex- presses what he is willing and able to express in action also. To "say, and do not" is either hypoc- risy or idle words with no con- viction or intention behind them. In the magazine Your Life, Mon- r)e Whitney calls the Golden Rule "Words to Live By," and illus- trates it with an example from life today, as follows: "Therefore all things whatso- ever ye would that men should do to you, do ye even so to them." Nearly two thousand year ago Jesus uttered these words in His famous Sermon on the Mount. On November 25, 1950--during the worst storm of the year- an- other young man tried putting them into practice. And in so do- ing, he not only helped several who were standed, but found the key to real happiness. I met this Good Samaritan when my automobile was stalled in about two feet of water near the Bronx-Whitestone bridge in New York. My wife, who was re- covering from a bad cold, was terrified at the thought of leaving the car. But there was no hope in sight. Every one was so fearful of being marooned himself that he plowed through the flood at a great rate. One woman even ac- cased me of blocking traffic. Just as we were on the point of despair, a young man signaled that he would push us. Then after making certain that our ear would start, he swung ,past and waved a friendly greeting. A little farther along we met our friend again. He was standing in water giving instructions to an elderly couple: He was soaked to the skin, so my wife uggested that he join us at the next eating place. He took out only a few minutes for a cup of coffee, but during that time we learned he had help- ed a score of motorists. When we tried to express our apprecia- tion. he said: "Doesn't the Bible tell us we should do for others what we'd want them to do for us? Besides," he added with a broad grin, "when you stop to help others, it does something for you inside." The tree s consid- erably larger than last year's and is brilliantly illuminated at night with some 50 strings of lights.
