The Feather River College
men's and women's soccer
teams had 16 players receive
all-conference honors in the
Golden Valley Conference
this season.
FRC's combined total of
all-conference players was
more than any other school
in the conference.
On the men's side, goalkeep-
er Antony Wakeford earned
the defensive MVP award,
marking the fourth year in a
row that the team has had a
Most Valuable Player.
Makenzie Lukas, Dinesh
Prasad and Vijay Godhania
were each first-team, all-con-
ference winners.
Augusto Bunge, Matins
Salto and Jose Viveros were
each selected as second-
team, aU-conference players.
Godhania additionally
earned academic all-confer-
ence honors as a sophomore
with a minimum cumulative
GPA of 3.0.
In the women's division,
Kali Fallow won the defen-
sive Most Valuable Player
award for Feather River.

separate but related procedural notification
requirements.
REQUEST FOR RELEASE OF FUNDS
On or about December 15, 2011 Plumas
County will submit a request to the Caiiforhia
Department of Housing and Community
Development for the release of Community
Development Block Grant Program funds
under Title I of the Housing and Community
Development Act of 1974, as amended, to
undertake e project known as Public Facilities
- New Construction, Plumes Rural Services
for the purpose of constructing a building, to
be located off Hwy 70 on Radio (Cemetery)
Hill, Quincy, to house multiple vital services
including but not limited to: a day program
and support services for developmentally dis-
abled adults; intake, Counseling and related
services for battered spouses; therapeutic
services for abused and neglected children,
in addition to providing nutrition assistance for
families with young children. The facility will
be approximately 3100 sq. ft. with a total
development cost of $800,000.
FINDING OF NO SIGNIFICANT IMPACT
Plumes County has determined that the pro-
ject will have no significant impact on the
human environment. Therefore, an
Environmental Impact Statement under the
National Environmental Policy ACt of 1969
(NEPA} is not required. Additional project
information is contained in the Environmental
Review Record (ERR) on file at Plumes
County Community Development
Commission, 183 W. Main St. Quincy, CAand
may be examined or copied weekdays 8 A.M.
to 12 P.M. and 1 P.M. to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing
with this determination or wishing to comment
on the project may submit written comments
to Plumas County, c/o the Plumas County
Community Development Commission, P.O.
Box 319 Quincy, CA 95971. All comments
received by December 15, 2011 will be con-
sidered by Plumes County prior to authorizing
submission of a request for release of funds.

Notice they ere addressing.
RELEASE OF FUNDS
Plumes County certifies to the California
Department of Housing and Community
Development that David Keller in his capacity
as Executive Director consents to accept the
jurisdiction of the Federal Courts if an action
is brought to enforce responsibilities in rela-
tion to the environmental review process and
that these responsibilities have been satis-
fied. The California Department of Housing
end Community Development's approval of
the certification satisfies its responsibilities
under NEPA end related laws and authorities,
and allows Plumas County to use Program
funds.
OBJECTIONS TO RELEASE OF FUNDS
The Celifomia Department of Housing and
Community Development will consider objec-
tions to its release of funds and Plumas
County's certification received by December
30, 2011 or a pednd of fifteen days from its
receipt of the request (whichever is later) only
if they are on one of the following bases: (a)
the certification was not executed by the
Certifying Officer or other officer of Plumas
County approved by the California
Department of Housing and Community
Development; (b) Plumes County has omitted
a step or failed to make a decision or finding
required by HUD regulations at 24 CFR Part
58; (c) the grant recipient or other participants
in the project have committed funds or
incurred costs not authorized by 24 CFR Part
58 before approval of a release of funds by
the Califomle Department of Housing and
Community Development; or (d) another
Federal agency acting pursuant to 40 CFR
