O'- Rourke, Road Commissioner, a motion is made by Supervisor Flanagan. seconded by Supervisor DonenwLrth, that the County Auditor be authorized to transfer $3,400.00 from the Special oad Improvement Fund to the General Road Fund, same to be a loan and to be repaid when tax monies ac- crue. Since copies of the minutes of the previous meetings have been mailed to each Supervkor, the Chairman orders that the minutes Motion made by Supervisor be approved as mailed. Cloman, seconded by Supervisor Motion made by Supervisor Donnenwirth, that this Board of Flanagan, seconded by Supervisor Donnenwirth, that the County Auditor be authoried to transfer $253.00 from the Unappropriated Reserve to the County General Fund, same to allow for payment the following claims which were not budgeted for: Santa AnaRegister (advertising charges)$28.00 Lester Herrick and Herrick ( s y s t e m recommendations) -- $150.00 Orrick, Dahlquist, Neff & Her- rington (legal services)$75.00; and that this amount be credited to the budget of the Board of Supervisors. Motion made by Supervisor Donnenwirth, seconded by Super- visor Cloman, that the claim of the Western Union Telegraph Company for quarterly time ser- vice be referred to the District Attorney. Motion made by Supervisor Blackman, seconded by Supervis- or Flanagan, that €his Board ap- prove the claim for travel expens- es as presented by Miss Eva Ca- yet, Supt. of Schools with the pro- vision that she obtain prior ap- proval of this Board for all future travel expense outside Plumas County; and tha¢ she be given permission to attend a meeting of educational personnel of the northern counties on November 10, 1951 at Susanville, and the annual meting of County Super- intendents to be held at Sacra- men%o on December 3, 4, and 5, 1951. Carried and so ordered. Pursuant to the statement of Lt. Dennis Gefl of the National Guard that the Guard wishes to continue their use of the Quincy Memorial Hall, a motion is made by Supervisor Donnenwirth, sec- onded by Supervisor Cloman, that this Board rescind its action taken relative to Resolution No. 517 adopted October 15, 1951. AYES: Supervisors D0nnenwirth, Flana- gan, Blackman, Cloman and Hum- phrey. NOES: None. ABSENT: None. Carried and so ordered. " Motion made ,by Supervisor Donnenwirth, seconded by Super- visor Flanagan, that this Board accept the construction at Gans- her Field Airport which has been completed by E. G. McLain, Con- tractor, that the Chairman of this Board be authorized to record a Notice of Completion, with the Chairman and Clerk of this Board being authorized to execute same; and that the County Auditor be authorized to issue a warrant pay- able to E. G. McLain in the Am- ount of $8,207.22, same being the first contract payment. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Flanagan, that this Board accept the installa¢ion of a boiler at the Plumas County Hospital, which has been completed by Quincy Plumbing and Heating with the exception of two short stand pipes on the storage tank, and that the Chairman of this Board be au- thorized to record an unqualified Notice of Completion, with the Chairman and Clerk being au- thorized to execute same; and that the County Auditor be authorized to issue a warrant payable to Quincy Plumbing and Heating in the amount of $83.30, same being the second contract payment of $183.30, less $100.00 which is be- ing withheld for stand pipes which have not been installed. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that Fred R. Mor- ley, Sanitarian, be authorized to attend a Sewer Works meeting at Marysville on November 8, 1951, and that Philip M. Fox, M.D., be authorized to attend a health meeting to be held in Stockton on November 14, 15 and 16, 1951. Carried and so ordered. The categorical report of Mrs. Verna G. Beall, Welfare Director, is presented. On motion made bY Supervisor Donnenwh,th, secona- ed by Supervisor Flanagan, and unanimously carried, IT IS OR- DERED that the report be ac- cepted as presented, that the re- quests for medical care and gen- eral relief be granted; and IT IS FURTHER ORDERED that the County Auditor be authorized to issue warraus in payment of the aid amounts, and to issue cash checks in the total amount of $75.00 as per the request under medical care. M., the following surplus piece of property: Beginning at a point which bears North 80 degrees 08' East 599.60 feet from the quarter section corner between Sections 11 and 14, Township 24 North, Range 9 East, M. M., and running thence South 58 degrees East 100.9 feet; thence South 72 de- grees 08' West 75.90 feet; thence North 9 degrees 51' West 77.90 feet, to the place of beginning containing 0.067 acres; and that notices of auction be posted in the Plumas County Court House. the Quincy Post Of- fPce, and on the property to be sold Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Blackman, tha¢ the County Clerk write the local office of the P. G. & E., and the Reno office of the Pacific Tel. and Tel. Co., requesting a representative from each company to meet with a member of the Board of Super- visors, the County Surveyor, and the Road Commissioner as soon as possible regarding the reloca- tion of joint poles on eddie Way. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervis- or Cloman. that Lawrence E. Hope be appointed as a member of the Chester Airport Committee, to re- place Harold E. Rogers, resigned. Carried and so ordered. Motion made by Supervisqr Blackman, seconded by SuperviS- or Flanagan, that inasmuch as Supervisor Cloman has been ap- pointed a member of the new County Welfare Policy Commit- tee, he be authorized fo attend the four quarterly meetings of this committee. Motion made by upervisor Donnenwirth, seconded by Super- visor Cloman, that, due to unsatis- factory service, the County Clerk be instructed to notify the West- err, Union Telegraph Company to discontinue the Court House time service at once, and that the clocks be removed. Carried and so ordered. Motion made by Supervisor Flanagan, seconded by Supervisor Blackman. that the Chairman and Clerk of this Board be authorized to execute an Architectural Ag- reement with Lawrence G. Thom- son concerning the construction of a branch library building at Greenville. Carried and so order- ed. Motion made by Supervisor Blackman. seconded by Supervis- or Flanagan, that the County Au- ditor be authorized to make the ransfers as requested by Road Department Transfers Nos. 2 and 3, bein dated September 20, 1951 and October 12, 1951, respectively, same being on file with the Su- pervisors proceedings. Carried and so ordered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Flanagan, that this Board ratify and confirm the appoint- ment by the Chairman of Mrs. Verna G. Beall as chairman of the Evacuation and Dispersal Unit of the Plumas County Disaster Coun- cil, and that Mrs. Beall be author- ized to use the county ear in con- nection with her duties of civil defense. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervis- or Donnenwirth, that Barbara Merritt be authorized to claim her meals and room in connection with a trip to be made to the Sal- vation Army Home, Napa State Hospital, the May T. Morrison Rehabilftation Center, and the Ce- rebral Palsy School at Redwood City. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervis- or Donnenwirth, that this Board accept the Exchange deed from the United States of America for the Lassen National Forest Ex- change for the Chester Airport and Administra¢ive Site, and that the Clerk of this Board be author- ized to record same. Carried and so ordered. Upin the written notification of Francis L. Oourke that an error in time was made on the salary check issued to Robert L. Flana- gan on September 4, 1951, a mo- tion is made by Supervisor Black- man, seconded by Supervisor Donnenwirh, that the County Auditor be authorized to cancel Warrant No. 168 issued to Robert L. Flanagan, and issue a new warrant in the correct amount. Carried and so ordered. Motion made by Supervisor Blackman. seconded by Supervis- or Donnenwirth, that Ordinance No. 321 be adopted, amending Or- dinance No. 310, fixing the com- pensation of employees of the Road Commissioner's Office of the County o q',:,.as. AEZ: Super- "No-Parking" regulations in the Town of Quincy, and setting forth such area. AYES: Supervisors Donnenwirth, Flanagan, Black- man, Clomen and Humphrey. NO]S: None. ABSENT: None. Motion made by Supervisor Flanagan, seconded by Supervisor Donnenwirth, that the County Auditor be authorized to make a refund to the County Recorder, and to collect from the Sheriff, County Hospital and Tax Col- lector, all in accordance with the Audit Reports of the accounts of Ptumas County for the fiscal year ended June 30, 1951. Motion made by Supervisor Donnenwirth, seconded by Super- visor Blackman, that Resolution No. 519 be adopted, approving a contract with the California State Departmen of Public Health for Federal allocations to the local Health Department, and author- izing the Chairman and Clerk of this Board to execute same. Forest Service ask- mg that the cooperative agree- ment providing for Christmas tree patrol be re-activated, a mo- tion zs made by Supervisor Flan- agan, seconded by Supervisor Donnenwirth, that this Board ap- prove the reactivation of this Ag- reement, and that the District At- torney be authorized to expend $600.00 from the District Attorney Special Fund for the Christmas tree patrol service. Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that the County Auditor be authorized to transfer 5212.39 from the unappropriated Reserve to the County General Fund, ¢o be credited to the budget of the District Attorney under Capital Outlay, for the emergency purchase of a tape recorder for use in criminal investigation. Mrs. Kathieen Braden accom- panied them to Petaiuma, but she went on to Vallejo to spend two weeks with relatives. George and Tony Pezzola of Downieville came Wednesday to spend until Sunday with their sis- ter, Mrs. John Sobrero and fam- ily. Johnny VIcLain of Antioch spent several days at the Sobrero home. Mr. and Mrs. Les McColm and daughter Jane of Standish spent Sunday with their daughter and family, the "Tufty" McCutcheons and celebrated Thanksgiving there. Mrs. Lucille Adkins and family arrived Wednesday from Marys- ville to spend a few days with Mrs. Mickey Donaldson and child- ren. Bob Adkins came up Satur- day to accompany his family home. June Le Roy and Bruce Fisher spent Thanksgiving with relatives here, returning to Chloe State Col- lege Monday. lIrs. Barbara Jackson and son Bobby of Sacramento visited her aunt and uncle Mr. and Mrs. John Hardgrave. Fay Smith and Bruce Fisher hunted near Susanville Friday.
