County supervisors, review General Plan

Except for a few tweaks,
the draft plan received the
supervisors' approval and
will move to the next stage of
development.
The board approved using
the plan as the project de-
scription for the General
Plan Update Environmental
Impact Report.
Wilson told the board he
was surprised that there
weren't more changes.
However, a few public
members said they wanted to
see the wording of the
changes on the actual plan.
Wilson said that even when
the plan is finalized, changes
can be made as needed.
"State law allows for
changing the plan four times
a year," Wilson said. "In the
end we have an adopted
general plan. That does not
mean you can't change it
again. So, I want you to know
it is a living document, in
that regard."
Some of the changes to the
draft plan, which is in the
process of a necessary over-
haul, had to do with zoning
and fire issues.

"In other words, right now
the General Plan is not say-
ing you absolutely have to be
in a fire district if you create
a new lot," Wilson said.
"And this is a point I need
to make: The planning com-
mission is recommending to
you that no new lots be creat-
ed outside of a structural fire
protection district."
According to statistics
from a recent grand jury re-
port, about 20 percent of the
structures in Plumas County
are not under the protection
of a fire district.
Wilson added much of the
wording in the economic ele-
ment of the General Plan has
been changed to reflect the
tough economic times the
county is facing.
"A lot of this plan was re-
leased over a year ago," Wil-
son told the supervisors.
"The economic element, I
need to be clear -- circum-
stances changed over that
year and a lot of the language
was tempered down. Instead
of "shall" it was changed to
"strive to" recognizing the
budget realities that you
have.
"It's not that there aren't
good ideas in that element
that you would like to pur-
sue, but the purse is getting
kind of thin. So, I just want
you to know that it was writ-
ten intentionally."
