a time. Lawmakers ought to

priority ought to be passing

everything else. If there is
any time left over, they can
pass laws -- laws that every-
one votes on, reviews, pon-
ders, investigates and passes
only when they seem truly
wise and needed. And only
then, when a bill has been
voted on and passed by both
houses, can a new law come
under consideration before
them. That ought to slow
• them down.
There is a corollary to this
plan for responsible law-
making. I'm not sure when
the law, meant to protect us
from one another, took up
the challenge of protecting
us from ourselves, but we
must stop thinking that laws
can do that. They can't. It's
time we be the "adults" we
claim to be and take respon-
sibility for our own actions.
And that means that if
some motorcyclist refuses to
wear a helmet because he
loves the feel of the wind
blowing through his hair
and bugs splatting against
his forehead, then so be it.
But if his naked head meets
up with a stubborn and sta-
tionary tree, he shouldn't
pretend that he didn't know
the consequences.
