CHP REPORT
Ran over foot, Aug. 17
At 10:20 a.m., Matthew
Rouse, 18, of Quincy, was
driving narthbound along
the east side of the One Stop
market in East Quincy, be-
tween a set of fuel pumps
and the market. Michael
Freeman, 53, also of Quincy,
had just exited the rear of
the market and was walking
northeast toward a storage
shed across the parking lot.
According to the Cali-
fornia Highway Patrol,
Rouse's attention was
diverted to the right due
to an unknown person or
object coming in his view;
Freeman's attention was
focused on the open storage
shed. Rouse failed to see
Freeman walking across the
parking lot. Freeman failed
to check for any approach-
ing traffic before walking
away from the market.
The left front tire of
Rouse's 1997 Ford Ranger
rolled over the top of Free-
man's right foot. Rouse
immediately stopped to
assist Freeman, who fell to
the ground and was assisted
by Rouse and his passenger.
Freeman was taken to
Plumas District Hospital for
minor injuries.

Save money and extend vehi
One of life's greatest conve-
niences is the automobile. It
can, however, become quite
cumbersome when not main-
tained properly and when un-
expected expenses arise due to
necessary repairs. All too of-
ten, required and preventative
maintenance needs can easily
fall by the wayside, resulting
in a shorter lifespan for the
car. Unmaintained cars often
break down faster than those
that receive regular service
and care, resulting in repair
bills that could have been
avoided. The California De-
partment of Motor Vehicles of-
fers common maintenance
tips to lengthen vehicle life.
The following represents a
list of tips that provide a gen-
eral overview of basic mainte-
nance. Check the owner's
manual for more specific di-
rections on how to properly
maintain specific cars.
Belts
Preventative care for a vehi-
cle can reduce the chances of
it breaking down and leaving
the driver stranded. Prevent
engine failure by inspecting
belts and hoses monthly. Re-
place worn, glazed or frayed
belts. Take the car to a
mechanic to tighten them
when more than one-half inch
of slack can be depressed
between the pulleys.
Replace bulging, rotten or
brittle hoses and tighten hose
clamps in order for the vehicle
to operate smoothly. If a hose
looks bad, or feels too soft
or too hard, it should be
replaced. If not replaced, a belt
or hose can eventually tear or
snap apart, which could lead
to engine failure.
Brake fluid
Don't wait for the next time
someone ahead in traffic stops
suddenly to find out whether
brakes are working properly.
Check brake fluid monthly to
ensure brakes have enough
fluid to promptly stop.
Lumber truck fiips
At approximately 5 p.m. Wednesday, Aug. 17, Jose Morales, 28, was driving a 2008
Peterbilt truck westbound on Highway 70 in the Feather River Canyon, According to the
California Highway Patrol report, Morales said that a sedan passed him over double
yellow lines west of the Grizzly Dome tunnel. Morales allowed the truck, which was
towing a flatbed trailer loaded with lumber, to drift onto the shoulder to make room for
the sedan, but in the process, he lost control. The truck and trailer overturned and
blocked the roadway, and sparks from the accident ignited a fire on the embankment.
Highway 70 was closed while crews worked to extinguish the fire -- which was quickly
contained -- and clear the lumber, truck, trailer and debris from the road. Morales
sustained abrasions to his head and back and reported back pain. He was flown to Enloe
Medical Center in Chico. The highway was reopened at about 8 p.m., when Caltrans and

power
steering fluid level once a
month. If the fluid levels
arbn't regularly checked, over
time the internal power steer-
ing components will tend to
wear down and become.filled
with debris, forcing the power
steering pump to work harder
than it needs to.
Simply remove the reser-
voir dipstick to check the
steering fluid level. If the level
is ~lown, add fluid and inspect
the pump and hoses for leaks.
Transmission fluid
Check transmission fluid
monthly while the engine is
warm and still running
make sure the parking brake
is~ also engaged. With the
bdake depressed, shift to the
"drive" position and then
back to "park." Remove the
dipstick, wipe dry, reinsert it
arid remove it again. Make
stire the fluid level is above
th~ line marked "mfn," or as
recommended in the owner's
manual.
Failure to keep transmis-
sion fluid at the minimum
level can lead to car problems
such as erratic transmission
shifts or, at times, damage to
the system. If fluid is needed,
add only the approved type.
Check the owner's manual to
find the approved fluid type.
