M. July 3, 1951 We, the undersigned members of the Board of Supervisors of the County of Piumas, State of Cali- fornia, hereby request that a special meeting of this Board be held on Monday, July 16th, 1951, for the following purposes: 1. Meeting as Board of Equali- zation. 2. Airport Matters 3. Road Matters 4. Welfare Matters 5. Subdivision Ordinance 6. Preliminary Budget Hear- ing 7. County Fair Matters 8. Appointment of Acting Nkg- riculturai Commissioner. E. J. Humphrey, Chairman J. C. Cloman C. E Blaekman A. C. Donnenwirth James F. Flanagan The roll is called and there are present: A. C. Donnenwirth, J. F. Flanagan, C. E. Blackman, J. C. Cloman and Chairman E. J. Humphrey. Since there is no one present at this time to protest their as- sessments, a motion is made,by upervisor Blackman, seconded by Sapervisor Flanagan, that this Board adjourn as a Board of Equalization and convene as a board of Supervisors. Carried and so ordered. Motion made by Supervisor Flanagan, seconded by Supervisor Donnenwirth, that Clyde N. O'- Rourke be appointed Acting Agri- cultural Commissioner for Pin- mas County for a period of 90 days, such appointment to be re- troactive to July 1, 1951 at a salary of $40.00 per month. Car- tied and so ordered. Motion made by Supervisor Blackman, s@eonded by Supervis- or Donnenwirth, that this Board advertise for bids for oiling and sealing a portion of the Crescent Airport runways and apron, with bids to be received on or before August 6th, 1951 at 2 o'clock P.M.. and with plans and speci- fications to be obtained from the office of A. J. Watson. County Surveyor. Carried and so ordered. Motion made by Supervisor Flanagan, seconded by Supervisor Donnenwlrth, t h a t Strpervisor Blackman be authorized to clear the parking strip at the Chester Airport at a cost not to exceed $500.00. Carried and so ordered. The categorical report of Mrs. Verna G. Beall, Welfare Director, is presented. On motion made by Supervisor Donnenwirth, second- ed by Supervisor Blackman. and unanimously, carried. IT IS OR- DERD that the report be accept- ed as presented, and IT IS FURTHER ORDERED that the County Auditor be authorized to issue warrants in payment of the aid amounts. Motion made by Supervisor Flanagan, seconded by Supervis- or Donnenwirth. that Versa G, Beall, Welfare Director, be auth- orized to attend a State-County Welfare meeting to be held in San Francisco on July 24th and 25th, 1951. Carried and so ordered. The Board recesses until 1:30 P.M. 1:30 P. M. The Board reconvenes. All members present• Motion made by Supervisor Donnenwirth, seconded by super- visor Flanagan, that Pine Street on the North side to Culling street on the South side be designated as the route for the Portla over- pass, relative to the action taken by this Board authorizing the State Department of Public Works to prepare plans and specifications make estimates of cost, and obtain rights of way for the proposed overpass, as this is the least ex- pensive of the three proposed routes. Carried and so ordered. Motion made by Supervisor Biackman, seconded by Supervis- or Cloman, that this Board ad- journ as a Board of Supervisors ,nd convene as a Board of Equal- ization. Carried and so ordered. At this time verified appliCa- tions of reduction, of assessments were presented to this Board by ottie Bolander and Benjamin M. Wurtzinger. S a i d applications were read and applicants were sworn by the Clerk. • After pre- sentation of the facts concerning such assessments by both the ap- plicants and the Country Assessor, no action was taken by the Board. Motion made by Supervisor Donnenwirth. seconded by Super- visor Cloman, that this Board ad- journ as a Board of Equalization. and convene as a Board of Super- visors. Carried and so ordered. Motion made by Supervisor Cloman, seconded * by Supervisor Blaekman, that the County Clerk be instructed to write to all elec- :ire and appointive officers that the ]oard of Supervisors will study: the preliminary budget on Mouday, July 23rd, 1951, and that they will be subject to call on that date. MOtion made by Supervisor Blackman, seconded by Supervis- or Cloman, that Ordinance No. 318 be adopted, amending Ordin- nance No. 312, establishing ve- hicle parking regulations on cer- tain streets in the Town of Ches- ter. AYES: Supervisors Donnen- wirth, Flanagan, Blackman, Clo- man and Humphrey. NOES: None. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervisor Flanagan, that the Clerk of this oard be authorized to notify the State Division of Highways to place signs immediately on the streets in the Town of Chester and to send the bill for same to the Road Commissioner. Mention made by Supervisor Donnenwirth. seconded by Super- visor Flanagan, that Resolution No. 4D8 be adopted, authorizing the Chairman and Clerk of this Board to execute the new County- State ,Agreement No. 2 {Revised}. designated as Federal Project S- 1062(1). Motion made by Supervisor Blackman, seconded by Supervisor Flanagan, that within the budget of Assessor and Tax Collector, the item for salary for the Deputy Assessor and Tax Collector be in- creased from $2,820 and $2,850, same to conform with Ordinance No. 290. Motion made by Supervisor D0nnnwirth, seconded by Super- visor Blaekman, that within the budget of Sheriff and Coroner, the salaries for Deputy Sheriffs be in- creased from $25,128 to $25,728, same to conform with Ordinance 290, as amended by Ordinance No 317. Motion made by Supervisor Donnenwirth, seconded by Super- visor Blackman, that within the budget of the Defense Council, the item for Secretary be decreased from $2,148 to $716, since this has developed to be only a part-time position. Motion made by Supervisor Donnenwirth, seconded by Super- visor Flanagan. that within the budget of the Defense Council, the item for material and supplies be decreased from $818 to $658, and that the $160 be budgeted for tele- phone. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that within the bud- get of Assessor and Tax Collect- or, and upon approval of the As- sessor, $2000 be added for salary for Timber Appraisers, and $1000 be added for mileage for timber appraisers for a two-month period. Motion made by Supervisor Blaekman, that within the budget for Constables, the item of Crimi- nal Expense be decreased from $4300 to $800. Carried and so mlered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Blackman, that within the budget for Constables, the item of Billy and Gas Shells be de- leted. Carried and so ordered. Motion made by Supervisor Donnenwirth. seconded by Super- visor Blackman, that within the budget for Recoxler, the item for Material and Supplies be decreas- ed from $3000 to $2000, and the item for Other Wages be decreas- ed from $1000 to $650. Motion made by Supervisor Donnenwirth. seconded by Super- visor, Blackman, that within the budget for Acting Agricultural Commissioner, the item for Gas Oil and Repairs of $150, Conven- tion of $50 and Office Supplies and lrinting of $75 be deleted and that the item for salary be decreasdd from $550 to $520; and that this budget be combined with that of the Sealer of Weights and Measures. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervisor Flanagan, that within the budget for the Health Department, the item of $1100 for Clerk be deleted the salary of Sanitarian be de- creased from $4242 to $4227 to conform to the provisions of Or- dinance No. 290: and that the salary of Public Health Nurse be decreased from $3972 to $3040 since a Public Health Nurse will not be employed until September 1, 1951. Carried and so ordered. Motion made by Supervisor Donnenwirth, secsnded by Super- visor Cloman, that within the bud- get for the Health Department, the item for an automobile be de- leted, same being $1200. Carried and so ordered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Blackman, that within the budget for the County Hospital the salaries for Nurses and Or- derly be decreased from $23,076 to $22,773, and the salaries covering the Other Wages be decreased from $18,437 to $16,314, both to conform to the maximum allowed by Ordinance No. 290. Carried and so ordered. Motion made by Supervisor Donnenwirth, seconded by Super- visor Blackman, that within the budget for the County Hospital, $1000 be added for Telephone, Postage and Express, same being at the request of Philip M. Fox, M. D. Carried and so ordered. Motion made by Supervisor Cloman. seconded by Supervisor Flanagan, that within the budget for the County Hpital, the item for Lights and Fuel be decreased from $6000 to $5000. Carried and s6 ordered. Motion made by Supervisor Donnenwirth, seconded by Sup.er- visor Cloman, tlt within the bud- gets for the County Hospital and Health Department, the salary for the County Physician be reduced from $5,100 to $4,000 in each bud- get. Motion made by Supervisor Flanagan, seconded by Supervisor Donnenwirth, that within the bud- get for the Welfare Department, the salaries for Public Assistance Workers be increased from $6,188 to $6,199 and the salaries for Clerks be increased from $4,440 to $4,680, same to conform to the provisions of Salary Ordinance No. 290. as amended.
