REQUEST FOR RELEASE OF FUNDS On or about August ., 2011 Plumas County will submit a request to the California Department of Housing and Community Development for the release of Community Development Block Grant Program funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Pubtic Facilities - New Construction, Plumas Rural Services. FINDING OF NO sIGNIFICANT IMPACT Plumes County has determined that the pro- ject will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the • National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Plumas County Community Development Commission, 183 W. Main St. Quincy, CA and may be examined or copied weekdays 8 A.M. to 12 P.M. end 1 P.M. to 5 P.M. RELEASE OF FUNDS Plumas County certifies to the California Department of Housing and Community Development that David Keller in his capac- ity as Executive Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The California Department of Housing and Community Development's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Plumes County to use Program funds. OBJECTIONS TO RELEASE OF FUNDS The California Department of Housing and Community Development will consider objections to its release of funds and Plumas County's certification received by August 19, 2011 or a period of fifteen days from its receipt of the request (whichever is later) • only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of Plumas County approved by the California Department of Housing and Community Development; (b} Plumas County has omit- ted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the California Department of Housing and Community Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. David Keller Executive Director Plumas County Community Development Commission Published FRB, IVR, PR, CP July 20, 2011 Detour to ramp and caml:,ground Construction work has begun to replace the bridge on Forest Road 22N94 north of the Little Grass Valley Reservoir dam northeast of Oroville on the Plumes National Forest. The 22N94 road will be closed to through traffic from the dam to the Black Rock Boat Launch and Campground entrance road until construction is completed on approximately Aug. 15. The campground and boat launch remain open; howev- er, they must be accessed via the South Fork Road (22N57) by heading east around the eastern and northern lake shores. The facilities are also accessible via boat from the lake sur- face. The dam, accessible fish- ing area and downstream river trail in the borrow pit are available for use.
