vehicle containing the in-
jured men was located on
Forest City Road, between
Long Point and Lone Rock.
Dispatchers began making
calls for emergency medical
• fissistance just minutes after
Wallin-Reed reported the
shooting.
Wallin-Reed was arrested
the following day.
Wallin-Reed was booked
into the Plumas County Jail
where he is being held on $1
million bail.
He was arraigned Tuesday,
July 5, and he waived his
right to fight extradition in
the event that he makes bail
and leaves California.
Wallin-Reed, who has no
prior criminal record, is
scheduled to appear in
Plumas County Superior
Court in Quincy on July 18.
The Plumas County Public
Defender's Office represented
Wallin-Reed at the arraign-
ment. But who will provide
his future representation has
not been determined.
A past encounter
Janesville resident John
Bevins said he was collecting
firewood from a downed tree
near Wallin-Reed's residence
about a year ago. Bevins said
the tree was on U.S. Forest
Service land adjacent to land
where Wallin-Reed lived.
"This great big guy comes
up to me with three big dogs
and he's got a gun on
his side," Bevins recalled•
"The guy said 'what the
(expletive) are you doing on
my property?'"
Bevins said he tried to
explain that he wasn't on
Wallin-Reed's property, but
soon realized Wallin-Reed :
wasn't going to back off.
"I could tell the guy was
really angry," Bevins said.
"And he had on an Army
Ranger shirt. You don't wear
an Army Ranger shirt unless
you were an Army Ranger."
Bevins left. But not before
noticing a sign near Wallin-
Reed's driveway.
The sign read: WARNING

way.
And at the assessor's office,
Cindie Froggat pulled out
older and older parcel maps
to see if the right of way
was ever part of the park
property, and it was not.
In June this year a meeting
was conducted between the
current principals, Indian
Valley Community Services
District general manager
Leanna Moore and underly-
ing property owner Centella
Tucker.
Moore was directed to
initiate a title search, which
brought old easements to
light•
The depot does sit squarely
on the Tucker property, but
the easement was never
shown on their deed.
The owners back when the
depot was moved were from
Louisiana Pacific.
They granted an exclusive
building easement to the dis-
trict in exchange for an ease-
ment from the district so there
would still be an access road to
the other side of their parcel•
Louisiana Pacific owners
had previously carved out
a section of their original

Valley Community Services
District will meet Wednes-
day, July 13, at 6:30 p.m.
at the Indian Valley Commu-
nity Center in Greenville.
Besides operations and
finance reports, there will be
a fire department report and
committee reports.

Members of the district
finance committee were to
meet Monday, July 11, for a
look ahead to the 2012 budget,
including quotes for new
insurance and phone service,
a customer update, liens
and late fees, and personnel
costs.
Public Relations Commit-
tee members were to meet
customer complaints re-
ceived, as well as the district
website, which has not been
updated with meeting record-
ings since April.
Other committees that
were to meet prior to the July
board meeting include the
ordinance committee for a
review of water ordinances,
and the personnel and plan-
ning committee for a per-
sonnel policyupdate on a job
description. ..

Water quality reports go online
Local water quality reports
are now available online.
Those interested may go to

Consumer Confidence Re-

There are four years' worth
of confidence reports for
Greenville and Crescent
Mills avaiiable on the site.
, The water quality link will
provide an explanation and a
link to the California Depart-
ment of Public Health, where
a file may be downloaded for
access to the Greenville
twice-monthly test results.
Jesse Lawson, chief of wa-
ter operations, is currently
researching a way to post the
Crescent Mills results him-
self, since that treatment
plant is not under state juris-
diction.
Check
parcel as a donation for the
community park, so all that
remained were two small
• sections on either side of the
park joined by a narrow strip
of land.
In recent years a basketball
court was built right on top of
that road easement.
"Sounds like the basketball
court needs to go away,"
services district director
Brad Smith said.
Moore said she spoke with
Tucker about the discoveries,
and the next step is to deal
with the county to make sure
the road easement leaves
proper access, and maybe
to negotiate the easement
location with the Tuckers•
To date, there has not been
much in the way of tangible
public interest for the depot
building•
Few, if any, members of the
public show up for meetings
or provide comment.
Barring special meetings,
directors of the Indian Valley
Community Services District
meet the second Wednesday
of each month at 6:30 p.m., in
the Indian Valley Community
Center.
The center is located on
Highway 89 in Greenville,
across from Sierra Sunrise
Coffee House and Dell.
