Quincy woman injured in Rich Bar accident

A 61-year-old Quincy
woman was hospitalized with
serious injuries Sunday after-
noon after a single-vehicle ac-
cident in the Feather River
Canyon near Rich Bfir.
According to the California
Highway Patrol, Kathleen
Pickering was life-,lighted to
Enloe Hospital in Chico with
injuries that included broken
ribs, a broken wrist and major
internal bleeding.
She was listed in serious
condition Monday.
Pickering was traveling
east toward Quincy on High-
way 70, west of Rich Bar
Road, when her 1999 Ford F-
350 left the roadway, accord-
ing to the CHP report.
The truck struck a mound
of dirt and rock and became
airborne before striking a
rock cliff.
The truck became wedged
in the cliff, suspended in the
air, several feet down the
embankment south of the
roadway.
Several bystanders and the
CHP arrived on the scene mo-
ments after the 2:30 p.m.
crash to render aid to Picker-
ing.
Plumas County Search and
Rescue personnel eventually
extracted her from the truck
before she was flown to the
hospital in Chico.
Picketing was wearing a
seat belt, according to the
highway patrol officer at the
scene.

Logue bill clears committee
Assemblyman Dan Logue
(R,-Linda) announced recently
that his measure, Assembly
Bill 1352, cleared the Assembly
Committee on RevenUe and
Taxation by a unanimous vote
of 9-0 on Tuesday, May 3, and
was referred to the Committee
on Appropriations.
Sponsored by the State
Board of Equalization (BOE),
AB 1352 would give the BOE,
meeting as a public body,
flexibility to relieve some or
all of the interest imposed on
a taxpayer's late payment, if
the BOE finds that the late
payment was due to extraor-
dinary circumstances such as
the death of a family member
or medical incapacitation,
and if the BDE has already
determined that the taxpayer
should be relieved of the
penalty for late payment.
"I am pleased to be able to
join forces with the Board of
Equalization to bring much
needed relief to taxpayers
from unwarranted penal-
ties," said Logue.
AB 1352 was prompted by a
case that came before the
members of the BOE where a
bookkeeper embezzled a sub-
stantial amount of sales tax
collected from the taxpayer's
customers. Even though the
taxpayer had an excellent pay-
ment record with the BOE,
and acted swiftly and appro-
priately when he discovered
the embezzlement (firing the
bookkeeper, who was later
prosecuted and sentenced to
prison), under the law, the
BOE had no authority to grant
the taxpayer any relief of the
interest. This bill would give
the BOE that authority.
This measure will be heard
next in the Committee on
Appropriations before pro-
ceeding to a vote of the full
Assembly.
