M. The roll is called and there are present: A. C. Donnenwirth, J. F. Flanagan, C. E. Blackman, J. C. Cloman and Chairman E. J. Humphrey. Since copies of he minutes of the previous meetings nave been mailed to each Supervisor, the Chairman orders Lhat the minutes be approved as mailed. " Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that Barbara Mer- itt and Dorothy Smith be Author- ized to attend the quarterly meet- ing of the Northcrn County Wel- fare Departments to be held at Redding from April llth to 13th 1951. Carried and so ordered. The categorical report of Mrs. Verna G. Beall, Welfare Director, is presented. On motion made by Supervisor DonnenwLrth, second- ed by Supervisor Blackman, and unanimously carried, IT IS OR- DERED that the report be accept- ed as presented, that the request for medical care be approved; and IT IS FURTHER ORDERED that he County Auditor be authorized to issue warrants in payment of the aid amounts. The Board recesses until 1:30 P.M. 1:30 P. M. The Board reconvenes. All members present. Motion made by Supervisor Cloman, seconded by Supervisor Blackman, that the Chairman of this Board be authorized to at- tend a Civil Defense meeting to be held in Redding on March 29th, 1951. Carried and so ordered Motion made by Supervisor Blackman, seconded by Supervis- or Donnenwirth, that any member of this Board who wishes to at- tend the meeting of the Northern California Counties Supervisors Association to be held in Redding on April 13 and 14, 1951, be au- thorized to do so at County ex- pense. Carried and so ordered. 2:OO P. M. This being the time set for re- ceiving and opening bids for the supplying of all labor, material and printing of the 1951 Plumas County Fair Souvenir Program, the Chairman orders that bids be opened. One bid is received as follows: Feather River Bulletin--S946.30 plus $30 per page in 2-page units for excess of 24 pages, and less $17 per page for less than 24 pages. Motion made by Supervisor Cloman, seconded by Supervisor Flanagan, that the bid of the Fea- ther River Bulletin as outlined above, be accepted. Carried and' so ordered. Motion made by Supervisor Cloman, seconded by Superviso Flanagan, that this Board adver- tise for sale by public auction the county shop building at the Gulf Red Cedar Mill in Greenville, with said auction to be held on Tuesday, April 17th, at 10 o'clock A. M. in the Supervisors' Room, Courthouse. Carried and so order- ed. Motion made by Supervisor Flanagan, seconded by Supervis- or Donnenwirth, that the Board of Directors of the Plumas Coun- ty Chamber of Commerce be ask- ed to change the Constitution and By-Laws of said Chamber to pro- vide for the yearly appointment of the five (5) Directors who are appointed by the Board of Super- visors. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Flanagan, that the Petition and Viewer's Report concerning the addition of the existing.road pro- viding access to the James F. Guidlci ranch from the north and the Annie Gorbet place from the south, to the county road system be referred to the District Attor- ney. Carried and so ordered. Motior made by Supervisor Flanagan, seconded [y Supervis- or Donnenwirth, that Eleanor Redstreake be authorized to at- tend the Third Annual Training Conference for County Service Officers which will be held in San Francisco from May 3-11, 1951. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that this Board ac- cept the following Deeds: Right-of-Way Deed from W. E. & Gladys R. Mansell--and--H. S. & Alta Lee; Right-of-Way Deed from Carol & Eunice Bellamy; Right-of-Way Deed from H. S. &Alta Lee; Right-of-Way Deed from Quin- cy Fire District. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Fianagan, that Dorothy Egbert and Viola Chancy be authorized to attend the Mr. Shasta District meeting of the County Librarians Association to be hcla in Chico on May 5, 1951. Carried and so or- dered. Motion made by Supervisor Blackman, seconded by Supervis- or Donnenwirth, that the letter from Armco Drainage & Metal Products, Inc., concerning the withhold filed by them against C. D. Mitchem, be referred to the District Attorney. Carried and so ordered. Motion made by Supervisor Blackman, seconded by Supervis- or Flanagan, that Resolutions Nos. 472, 473 and 474 be adopted, au- thorizing the Tax Callector to sell tax deeded property at public auc- tion. Motion made by Supervisor C1oman, seconded by Supervisor Blackman, that Dr. Fox be au- thorized to sell the old wood stove at the County Hospital to Thomas P. Ames for $15.00. Carried and so ordered. Motion made by Supervisor Cloman, seconded by Supervisor Blackman, that Frederick Morley, Sanitarian, be allowed his ex- penses for attending a District Sanitarian's meeting in Marys- ville on March 1, 1951, and that he be authorized to attend a meet- ing to, be held in Woodland on April 12, 1951. Carried and so ordered. Motion made by Supervisor D0nnenwirth, seconded by Super- visor Blackman, that this Board approve the tentative subdivision map of Lake Almanor Peninsula Unit No. 1, as submitted to this Board by Richard 'R. Ecker. Car- ried and so ordered. Motion made by Supervisor F]nagan, seconded by Supervis- or Blackman, that Resolution No. 475 be adopted, same to correct Resolution No. 453 adopted by this Board on November 8, 1950. S. Forest Service for SE% of NE of NW, E½ of SW% of NE of NW and#NE% of NW% of SE of NW% of Section 19 T. 24 N., R. 10 E., M.D.M., containing 17.5 acres. Motion made by Supervisor Flanagan, seconded by Supervis- or Blackman, that in response tO a letter from the State Depart- ment 0f Mental Hygiene, the County :Clerk be requested to ad- vise the Veterans Service Officer at the time of commitment of a veteran to the State Hospital, in order that the veteran and his dependents may receive Federal benefits. Motion made by Supervisor Cloman, seconded by Supervisor Donnenwirth, that this Board give approval to the action of the Board of Directors of the Plumas County Fair, whereby they will employ Leonard F. Watson be authorized to spend not to exceed $500.00 to have the floors and stairways repaired at tho County Hospital. Carried and so ordered. Watson be authorized to contact the West- ern Pacific Railroad Company in order to obtain the proper ease- ments across the Western Pacific Right-of-Way a t S t a t i o n 1716/72.98. Motion made by Supervisor Donnenwirth, seconded by Super- visor Blackman, that the County Auditor be authorized to transfer $3,244.50 from the Unapp. Reserve within the Special Road Improve- ment budget to Acquisition within he same budget, same to be used or the purchise of one used dual axle Fruehauf lowbed semi-trail- er, and that the County Auditor be authorized to issue a warrant in payment for this semi-trailer, came to be issued from the Spe- cial Road Improvement Fund.
