Seeking attorney services
Plumas County Department of Social
Services (DES) is seeking the services of a
qualified attorney to represent the
Department and its social workers in Welfare
and Institutions Code Section 300 juvenile
dependency proceedings of the Plumes
County Superior Court. A qualified attorney
will be licensed to practice in the courts of
the State of California and an active member
in good standing with the State Bar of
Califomia. The attorney will have demon-
strated knowledge of Juvenile Court pro-
ceodings in connection with dependency
law, proceedings to terminate parental
rights, and appeals and wnts taken from
such proceedings. The attorney shall be
able meet all the qualifications required to
represent parties in juvenile dependency
including, but not limited to, providing the
certification to the Plumas Superior Court
required by local court rules 7.2 and 7.3.
The attomey will be expected to'enter into a
one-year contract (effective July I, 2011) as
an independent contractor to provide all nec-
essary legal services, including, but not lim-
ited to, consultation, advice, preparation of
pleadings and representation at all court
appearances, as may be required by DSS.
Under current purchasing policy, the
Department typicatty expects to receive
authority to extend a one-year contract to a
second-year subject to agreement on com-
pensation' terms.
The contract attorney will be expected to be
available dunng normal business hours for
case and administrative consultation, either
by telephone or in person and shall person-
ally appear at art court hearings, involving
juvenile dependency matters, termination of
parental rights and appellate court proceed-
ings.
In addition to the required services
described above, the contract attorney will
provide advice and training to DSS staff
which may be desirable or necessary as the
result of future legislation or court decisions,
including preparation of new forms and pro-
cedures.
During the term of the contract, the attorney
will not be prohibited from engaging in any
other legal work, or representing any other
clien!, provided that no private case shall be
accepted which would foreseeably result in a
conflict of interest (or the appearance of a
conflict of interest) that would cause the
attorney to be unable to represent DSS, or a
minor child, or be placed in a position as to
he unavailable to said parties for represen-
tation and or consultation.
The contract attorney will be expected to
carry and maintain legal malpractice insur-
ance at his or her own expense and provide
county with a certificate evidencing the
same.
As an independent contractor and not an
employee of the County of Plumas,.the con-
tract attorney shall be responsible for his or
her own operating costs and expenses
(including but not limited to, secretarial and
paralegal assistance, office equipment and
office space), property and income taxes,
workers' compensation insurance and any
other costs and expenses in connection with
performance of services under this agree-
ment. Provided, however, DSS will reim-
burse costs fop postage and photocopying
associated with Dependency proceedings.
The Department of Social Services will
reserve the exclusive and unilateral right to
accept or reject any and/or all proposals and
may utilize other factors and not just lowest
rate in determining an acceptable proposal.
No proposal shall be binding on the parties
until reduced to a comprehensive written
agreement for legal services approved by
the Plumas County Board of Supervisors
and signed by both the parties.
How to Respond to this Solicitation
T.he Department of Social Services will
receive proposals in the form of letters of
interest from qualified attorneys beginning
April 1, 2011 through April 22, 2011. A letter
of interest should be prepared on attorney's
letterhead and should be addressed to the
Director of Social Services as follows:

additional note at the bottom left or right cor-

Letters of interest should include an enclo-
sure that describes the attorney's back-
ground and experience and should include
specific reference to any expertise in
Juvenile Court proceedings. In addition, the
letter should provide a proposed hourly rate
that would be charged in connection with the
work described above. As a matter of infor-
mation, compensation in the Department's
current agreement (which expires June 30,
2011) is set based upon 20 hours per month
plus an hourly fee for any hours in excess of
20 per month.

Notice is hereby given that sealed proposals
or bids will be received by the secretary of the
Board of Directors of the East Quincy
Services District, in the Office of the
Secretary, District Office, East Quincy,
California, up to 2 o'clock p.m., April 29, 2011
for the 2011 Capital Improvement Project:
Fairgrounds Tie and North Highway Grid
Loop Project in the East Quincy Services
District, in accordance with Plans and
Specifications on file for said Work in the
office of the Secretary of the Board of
Director s , at which time they will be publicly
opened and read at the same address.
Proposal forms for this work are included
herein in a canary colored paper section enti-
tled:
PROPOSAL AND CONTRACT FOR CON-
STRUCTING THE 2011 CAPITAL IMPROVE-
MENT PROJECT: FAIRGROUNDS TIE AND
NORTH HIGHWAY GRID LOOP
A bidder's checklist has been provided, in
front of the canary colored paper section, to
assist bidders in completing the bid docu-
ments to potentially avoid non-responsive
bids:, however, the checklist may not com-
pletely address all requirements of the bid
invitation. Independent venficalion of required
bid documents is the bidder's sole responsi-
bility.
General work description, Bid Schedule A:
construction of 1062 feet of 8" ductile iron
water main and appurtenances; 31 feet of 6"
ductile iron water main and appurtenances; 2
fire hydrants and 1 water service. Bid
Schedule B: construction of 987 feet of 6"
ductile iron water main and appurtenances;
and 1 fire hydrant.
A non-mandatory pre-bid meeting will be held
on April 25, 2011 @ 2:00 p.m. at the district
office, 179 Rodgers Ave. The pre-bid meeting
will include a tour of the job site.
Bids are required for the entire work
dascnbed herein, although Bid Schedule B is
additive.
The estimated cost of !he project is $111,425
(Bid Schedule A) & $106,536 (Bid Schedule
B.)
Complete the work within 40 calendar days.
Bid Schedule A work must be completed by
June 10, 2011
Bids must be on a unit price basis. Submit
your bid with bidder's secudty equal to at
least 10 percent of the bid,
At the time this contract is awarded, the CON-
TRACTOR shall possess either a Class A
license or a combination of Class C licenses
Professions Code, Section 7029.1.
This contract is subject to state contract
nondiscrimination and compliance require-
ments pursuant to Government Code,
Section 12990.
Inquiries or questions based on alleged
patent ambiguity of the plans, specifications
or estimate must be communicated as a bid-
der inquiry prior to bid opening. Any such
inquiries or questions, submitted after bid
opening, will not be treated as a bid protest.

The successful bidder shall furnish a payment
bond and a performance bond.
Pursuant to Section 1773 of the Labor Code,
the general prevailing wage rates in Plumas
County have been determined by the Director
of the California District of Industrial
Relations. These wages are set forth in the
General Prevailing Wage Rates for this pro-
ject and are on file with the California District
of Industrial Retallons.

Timber sale
The Boulder Campground TS Sale is located
within T2.71, R12E, Section 15 and 22, SW
1/4, MDBM. The Forest Service will receive
sealed bids in public at QUINCY, CA at 10:00
AM local time on 04121/2011 for an estimat-
ed volume of 2.4 MBF of Lodgepole Pine
sawtimber, and 32.3 MBF of Ponderosa Pine
sawtimber marked or otherwise designated
for cutting. In addition, there is within the
sale aea an unestimated volume of White
Fir sawtimber that the bidder agrees to
remove at a fixed rate. TheEorest Service
reserves the right to reject any and all bids.
Interested parties may obtain a prospectus
from the office listed below. A prospectus,
bid form, and complete information concern-
ing the timber, the conditions of sale, and
submission of bids is available to tile public
from the Mr. Hough Ranger District, 3.9696

Proposed recovery funding
PUBLIC NOTICE OF SUBMITTAL OF
FUNDING PROPOSAL TO'THE STATE OF
CALIFORNIA UNDER THE 2008 DISAS-
TER RECOVERY INITIATIVE (DRt)ALLO-
CATION
NOTICE IS HEREBY GIVEN that the County
of Plumas submitted a funding proposal to
the State Community Development Block
Grant program for 2008 Disaster Recovery
Initiative (DRI) funding on August 31, 2010.
The County of Plumas applied for and will
receive a grant amount of $525,098 under
the 2008 DRI Allocation for: 1) reimburse-
ment of expenses incurred as a result of the
damages to the Tobin water system -
$15,000; 2) Debris Clearing - $14,796; 3)
, Landslide Repairs - up to $334,800; 4)
Multi-hazard Mitigation Plan update -
$70,000; 5) Safety Element of the Integrated
General Plan - $80,000; and General
Administration - $10,502; in Plumas County
and also specifically in the community of
Tobin.
The County wishes to solicit additional citi-
zen input because the State has made addi-
tional funding available for amended appli-
cations. The request for Landslide Repairs is
being redirected to Fire Flow Water Line
Replacement and increased from $334,800
to an amount of up to $720,478 including
related engineering, environmental and
activity delivery amounts. The amount for
planning purposes (Multi-hazard Mitigation
Plan Update - $70,000 and Safety Element
of the Integrated General Plan - $80,000)
was increased from $150,000 to $250,000.
General Administration is increased from
$10,502 to $20,414. Other amounts remain
unchanged, thereby increasing the total
application from an amount of $525,098 to
up to $1,020,688.
A public hearing will be conducted on
Tuesday, April 26, 2011, at 10:00 a.m. at the
Plumas County Board of Supervisors
Chambers, 520 West Main Street, Quincy
CA, pnor to submitting a revised application
no later than April 20, 2011.

provide citizens an opportunity to make their
