CHP REPORT
Failure to stop, March 4
On Friday, March 4,
Richard Kittilson, 66, of
Portola, was driving his 1983
Dodge pickup on Ladera
Lane, approaching Delleker
Road.
Jamie Loom:s, 38, also of
Portola, was driving a 1998
GMC Yukon eastbound on
Delleker Road at approxi-
mately 20 - 25 mph approach-
ing Ladera Lane.
Kittilson stopped at the
stop sign at Delleker Road,
but, according to California
Highway Patrol, failed to see
Loomis approaching from
the right. Kittilson pulled out
onto Delleker Road just as
Loomis was passing and
struck the left rear quarter of
Loomis' vehicle.
Neither Kittilson, Loom:s,
nor Loomis' 8-year-old
passenger was injured.
Deer on road, March 5
On Saturday, March 5, at
4:45 p.m., a collision occurred
on southbound U.S. 395 just
north of Evans Canyon under-
crossing involving a vehicle
driven by Paul Sevcsik, 43, of
Reno, and a deer.
The weather was cloudy
and cold but dry.
Sevcsik and his passenger,
Derek Cecil, also of Reno,
were traveling in a 2006
Chevrolet Impala in the No. 2
lane at an undetermined
speed. As Sevcsik crested a
small rise in the highway, a
deer entered the traffic lanes
from the center median. The
deer crossed the lanes while
running in a westerly direc-
tion and continued directly
into the path of Sevcsik's
vehicle.
According to CHP, Sevcsik
applied his brakes but was
unable to avoid a collision as
the right front of his vehicle's
bumper struck the deer.
Neither Sevcsi'k nor Cecil
reported injuries.
struck a paddle marker.
Rodriguez tried to correct
his vehicle by turning to the
left but crossed both the east-
bound and westbound lanes,
traveling onto the north
shoulder. He again tried to
correct his vehicle by turning
to the right to try and reenter
the roadway.
As his vehicle slid in the
soft shoulder, the dirt and
snow built up on the sides of
his tires caused his vehicle
to begin to overturn. His
vehicle overturned two full
times and came to rest on
its wheels off the north
shoulder.
Rodriguez received minor
injuries during the incident.
Tailgating, March 10
On Thursday, March 10, at
approximately 6.:20 p.m.,
Julie Duncan, 21, of Chico,
was driving a 1996 Toyota
Avalon westbound on High-
waY 70, at an estimated speed
of 40 mph.
Jesse Ackley, 32, of Twain,
was driving a 1999 Chevrolet
Tahoe directly in front of
Duncan, and behind a white
Cadillac-type vehicle.
According to CHP, Duncan
had been tailgating Ackley
for several miles, at times so
close that Ackley could not
see Duncan's headlights.
An animal (most likely a
fox) suddenly ran out into the
roadway from the north
forested hillside. The animal
was running across the
roadway towards the south
embankment leading to the
North Fork Feather River
between the white Cadillac-
type vehicle and Ackley's
vehicle.
Ackley forcefully applied
his brakes to avoid hitting
the animal.
Duncan saw Ackley's brake
lights come on, but was
following too close to avoid
running into the back of
Ackley's vehicle.
Both drivers came to a stop
on the north shoulder of
Highway 70 just west of the
collision location.
Minor injuries were
