Law and Order policy
Information that appears in this
column is compiled from the
Plumas County Sheriff's Office'
activity log, the county correc-
tional center's booking log and
California Highway Patrol press
releases. The Sheriff's Blotter
shows initial charges. In some in-
stances the charges may change
after the dispatch report. We
do not report suspects' names in
arrests for public intoxication or
drunken driving unless accompa-
nied by another serious charge,
such as probation violation, a
vehicle accident or another
felony. The fact that someone
has been arrested and charged
with a crime does not constitute
guilt. The case may never appear
in court if the district attorney
determines there is insufficient
evidence to prosecute. The fact
that someone was involved in an
automobile collision does not
constitute liability or fault.
Minors are named as legal-age
drivers at 16, unless they are
charged with a crime in conjunc-
tion with an incident. The CliP
determines whether injuries
are characterized as minor,
moderate or fatal.

CHP REPORT
Hit and run, Feb. 5
On Feb. 5, at approximately
12:25 p.m., John Froggatt, of
Quincy, was driving his 1936
Dodge westbound on East
Main Street in Quincy. Frog-
gatt began to pull to the right-
hand curb in front of the One
Stop gas station.
A maroon Ford F-150 with
no bumper approached the
rear of the Dodge and the front
right of the Ford collided with
the left rear bumper of the
Dodge. After the collision, the
Ford turned northbound on
Alta Avenue and fled the
scene. Froggatt exited his ve-
hicle after pulling to the curb
and followed the vehicle on
foot.
Froggatt was contacted by
CHP and information was taken.
This collision is still under in-
vestigation. Froggatt identified
the driver of the Ford as Darrell
McMaster, 40, of Quincy.
ATV reliever, Feb. 6
On Feb. 6 at approximately
1:30 p.m., Jim Franklin of
Newport Coast was driving a
Polaris ATV at an unknown
speed traveling northbound
on Grizzly Road, approximate-
ly eight miles south of Gene-
see Road.
According to CHP, for an
unknown reason the right
front tire of the ATV struck
the ascending embankment to
the east of Grizzly Road. The
vehicle rolled over onto
Franklin in a counter-clock-
wise motion.
He suffered a broken ankle
and ribs, and was flown to
Renown Medical Center in
Reno. The ATV suffered mi-
nor damages. Franklin was
wearing a helmet at the time
of the accident.
Rear-ended, Feb. 8
Sara M. Posey, 23, of Quin-
cy, was driving a Dodge Stra-
tus westbound on Lawrence
Street in Quincy in the num-

25 - 30 mph, approaching
Bradley Street. Harlee J.
'Keller, 17, was driving a Kia
Sportage 25 - 40 feet behind
the Dodge, at a stated speed of
25 mph.
According to CHP, Keller di-
verted her attention from dri-
ving to a portable audio elec-
tronic device that was in her
lap. As Posey approached
Bradley Street, she saw a
pedestrian standing on the
southeast corner of Lawrence
and Bradley streets. Posey
slowed and stopped her vehi-
cle to allow the pedestrian to
cross the street.
Keller did not see the Dodge
slowing and stopping ahead of
her because she was looking
at her electronicdevice. She
looked up, saw the Dodge
stopped, and applied her
brakes, but was unable to stop
in time. The Kia rear-ended
the Dodge. The force of the
