Law and Order policy
Information that appears in this
column is compiled from the
Plumas County Sheriff's Office'
activity log, the county correc-
tional center's booking log and
California Highway Patrol press
releases. The Sheriff's Blotter
shows initial charges. In some in-
stances the charges may change
after the dispatch report. We do
not report suspects' names in ar-
rests for public intoxication or
drunken driving unless accompa-
nied by another serious charge,
such as probation violation, a ve-
hicle accident or another felony.
The fact that someone has been
arrested and charged with a
crime does not constitute guilt.
The case may never appear in
court if the district attorney de-
termines there is insufficient evi-
dence to prosecute. The fact that
someone was involved in an au-
tomobile collision does not con-
stitute liability or fault. Minors
are named as legal-age drivers at
16, unless they are charged with
a crime in conjunction with an
incident. The CHP determines
whether injuries are character-
ized as minor, moderate or fatal.

Clearly more people want
extra patrol than can actually
get it: In Portola, a woman
reported someone was in her
front garage/carport and her
daughter was in the resi-
dence. The caller said she
never saw anyone but heard
banging in the garage and a
vehicle driving away. A
deputy reported a neighbor
was outside working on
his shed and that's what the
suspicious sounds were. The
caller requested extra patrol.
neighborhood disputes: In
Quincy, someone reported
loud music at a house. A
deputy advised being unable
to locate anyone at the
residence. The deputy said
the music was left on loudly.
The deputy would attempt to
contact them again later.

Proof that rural life is too
boring for some people's
brains to handle: In Canyon
Dam, CHP cross traffic indi-
cated a passenger saw a man
kneeling on the side of the
road next to a vehicle with
another person pointing a
bow and arrow at him. The
reporting party indicated she
couldn't be sure the person
was actually pointing the
weapon at the other person.
A sergeant advised the
people were fishing. A deputy
contacted the two men.
One was tying his shoes and
the other was rigging his
fishing pole. There was no
