WASHINGTON NOTES
Y REP. CLAIR ENGLE
",'.ZING FEE BILL PASSES
Just before Congress adjourned
'he last session, I got the bill
hrough the Senate authoriing re-
-):y,ment of 15 western states for
:in accumulated 26-year shortage
their Forest Service grazing
fees. The President last week sign-
i the bill and it is nov; the law.
he ttal authorizatio is for 81,-
51,I,19.00, of which California's
;hi, re is approximately $IP7,000.
"2ongress must appropriate the
-ouey before the payments will
made,
The bill originated out of an in-
estiation of the manner in which
e Forest Service has been hand-
":u the revenue from th national
"u'csts. Under the law, 25C. of
',s amount is required to be paid
'? the local emmties in which the
ttional forest is situated. The
Great Service. it developed, had
,ver a period of 2(; years been
,verting trt of the national for-
-" revenue before spliting with
h: cmmties a.* required by the
:-w. Both the Bureau of the Bud-
.,t and the Comptroller General
'treed with me that this practice
.... as illegal and supported the bill
• "-h.ich I introduced, Most of the
ney, incidentally, will be paid
: my District. Forest Service
sthnates of mtyment due Plumas
. are $8.o77.42. Lassen Co. will
,eeive $5,65%48.
",,'rotant Legislation Enacted
The last session of Cong'ress
-a he most roductive I have
",-,rd since cominE to Washington
,. far as etting leKfslation enact-
:! s concerned. monff the im-
'v,'tant bills whcih I ot through
nd which are now law are the
,ensure authorizing the Sacra-
ento Valley Canals and the mea-
rare reauthorizaton of Folsom Pro-
,e, as s larTe, multiple-purpose,
"ood control, irrigation and power
a,'oject. In addition, although un-
-ecessful in getting the bill
hrough to establish. National Min-
,r,!s Policy, I was able to write
at the National Production Act
,e !950 by amendments and author-
" vtion sufficiently broad to en-
-ble the Administration to do all
-, the things we contended it
hould have been doing since the
,-d of the last war. The current
,hortages of these critical and
stratec minerals and metals
makes the fact all the more ob-
-qous. One measure which would
onen up huge areas now with-
rawn from mining in powersite
reservations by the Federal Gov-
ernment was caught in the final
o jam in the Senate. I have
reintroduced it and will press for
e.rly action this session. It will
of course add to the potential pro-
duction of critical and strategic
minerals and metals. The bill in-
'oduced by Senator Morse of Ore-
uon and me providing for access
roads for lumber production never
rot out of the House committee.
although_it passed the Senate. It
has been reintroduced and I un-
derstand will have the active back-
ing of all the new emergency pro-
ducton agencies set up by the
President.
LISTEN AND LEARN
Your mind must be quiet mad
receptive if you are to absorb the
best thoughts of other people. It
is impossbile for you to generate
and develop great ideas within
you own mind while you are in
a state of constant activity and ex-
pression. If you listen attentively
and meditate much, you will learn
a great deal from others and give
your own thoughts opportunity to
mature. ---Grenville Klieser.
