Hunting exotic ranch ani-
mals on private lands?
Q. What is the law in regard
to hunting "exotic ranch ani-
mals" on private lands? I see
an advertisement for hunts
(pigs, goats, etc.) with no tags
or licenses required. These
hunts are offered 24/7 year-
round. How can this be legal?

A. Imported animals that
are not native to California
and that are put behind a con-
fining fence are not classified
as either game or non-game
, wildlife.
They are considered domes-
tic animals/livestock and are
not covered by state fish and
game laws, so hunting regula-
tions do not apply and no
hunting licenses or tags are
required.
Feral refers to domestic ani-
mals that have reverted to the
wild. Feral goats and a num-
ber of other species that have
become wild in California are
covered under non-game laws
(California Code of Regula-
tions Title 14, section 472).
A hunting license is re-
quired to take any non-game
animals listed in this section.

where the animals' are turned
loose in an area or enclosure
where they cannot escape or
become feral.
In this case, it is not consid-
ered hunting and so no license
or tags are required.
There have been some cases
where prohibited species,
such as tigers, have been
brought unlawfully into Cali-
fornia for canned hunts.
If the exotic animal is not a
prohibited species and not
covered under section 472,
then hunting licenses and tags
are not required.
What to do with banded wa-
terfowl?
Q. This past weekend a
banded speckled-belly goose
was taken at my duck club. I'd
like to report this banded bird
to the authorities. The time,
date and place, as well as the
tag number seem obvious to
report.
Is there any other informa-
tion needed, and whom should
I report this band to?

A. Since waterfowl are mi-
gratory, the U.S. Geological
Survey has the responsibility
of collecting and analyzing all
banding information. Govern-
ment and private sector scien-
tists and waterfowl managers
tag and monitor migratory
waterfowl every year.
This banding information
helps them to assess popula-
tion numbers and track their
movement patterns. You may
also be asked to provide infor-
mation about weather and any

Plumas Corporation with PG&E are jointly
developing plans to restore 6,396 feet of
channel in Humbug Valley by eliminating
incised gullied channels, with pond and plug
lechnique, above the 27Nll road crossing.
This project would restore 109 acres of
meadow floodplain. The project area will be
accessed with lhe 27Nll (Humbug) Road.
The subject property is located on Humbug

Target shooting and hunt-
ing on private property?
Q. I live on 20 acres out in
the country and am thinking
about purchasing a .22-caliber
rifle so that I can target prac-
tice or maybe even hunt on
my land. Is it legal for me to
do this?
--Jerry M.
A. Generally, if you live in
an unincorporated area, you
may discharge a firearm.
However, we strongly recom-
mend that you first check
with your county sheriffs of-
fice before doing so as there
maybe county ordinances
that prohibit discharging
firearms in your particular
area.
To hunt on your property,
you still must have a valid
hunting license. If you don't
already have one, you will
need to first take a hunter ed-
ucation course.
In addition, even if hunting
on your property, you must
still remain at least 150 yards
(450 feet) away from any of ;
your neighbors' houses, barns
and outbuildings, unless they
have given you permission to
hunt closer.
A .22-caliber rimfire rifle is
only legal for a few species,
such as rabbits, squirrels.and
some non-game species. With
few exceptions, all federal and
California fish and game laws
are in effect on all properties
no matter whether they are
public or private lands. '

Susanville appoints
new manager, sets
fees at Diamond Mtn.

The city of Susanville is
starting to make progress in
trying to bring the Diamond
Mountain Golf Club toward a
profitable state, by setting its
final fee schedule and ap-
pointing its newest golf
course manager, Adam A1-
mand, at its Jan. 19 council
meeting.
Almand, a native of
Chester who has spent the
last four years working as
the head golf professional for
the Bailey Creek Golf Course
in Lake Almanor, said he
helped create the fee sched-
ule adopted by the council at
its meeting. He is currently
working on earning his offi-
cial certification through the
Professional Golfer's Associ-
ation to earn his professional
membership. While he is of-
ficially the golf course man-
ager on paper with the city,
Almand said he will be serv-
ing as the course's profes-
sional, who essentially has to
know everything about both
the business and the shape of
the game of golf.
"I love the game, and
I want this course to
succeed. After all, tiffs

Almand said now that he
is in charge of the course's
day-to-day operations, he has
a number of ideas and ideas
that he wants to implement
in order to 'increase the
course's profitability:
Almand approached the
city at the end of the 2010 golf
season, offering to serve as
course manager. The city
council then directed staff to
review and revise the golf
course budget in order to
provide enough adjustments
in overhead to allow hiring a
manager at a basic contract
price of $4,000 per month for
a period of eight to nine
months. According to infor-
mation provided by Interim
City Administrator and City
Attorney Peter Talia, "under
the terms of the contract, Mr.
Almand will provide the city
with a percentage of his
lessons and camps revenue
provided at the Diamond
Mountain Golf Course. A1-
mand is given incentives for
profitability of 20 percent but
only if the overall golf enter-
prise is profitable. In addi-
tion, Almand will cooperate
with city finance director to
make sure the city finance
department is provided with
daily deposits and constant
cooperation in the financial
operation of the course."
Almand said he is fine
with the contract he signed
with the city, and wants peo-
ple to realize that the course
is still run by the city and
owned by the city taxpayers.
He said his plans to increase
profitability stem from
heavy interaction with the
community. He said he has
plans in the works to host
more tournaments, both for
groups and for fundraising,
for a variety of different lo-
cal groups. He is also work-
ing with the Diamond Moun-
tain Casino and Hotel to of-
fer what he referred to as a
"stay and play" packages,
combining rounds of golf
with rooms from the hotel.
Because Almand also has
experience in retail, he said
he was also planning on up-
grading and switching up
the apparel available at the
pro shop. He said his years
working as a manager at
Copeland Sports have al-
lowed him to gain contacts to
allow the sale of goods from
companies like Adidas, Nike,
Taylor Made.
One thing Almand said" he
was really looking forward
to was to sell apparel with
the logo of the city of Su-
sanville on it, which he said
might enhance and encour-
age people to use the city
owned golf course.
Since Almand is also a golf
pro who has been teaching
the fundamentals of the
game for more than 12 years,
he said he will be offering
lessons to people of all ages
and skill levels so that any-
one who wants to either im-
prove their game or even
just learn to play can start
getting involved at the
course. He said his lessons
and mini-camps will not only
help supplement the club's
income, but hopefully garner
more interest from the com-
munity.
Almand said he couldn't
wait to begin at" the course,
because his love of the gam e
is absolute.
"I literally eat, sleep, play
and live golf," Almand said.
"I love the game, and I want
this course to succeed. After
all, this course belongs to the
people of Susanville."
Almand said he doesn't of-
ficially start working at the
course until March 1, but he
will be out and about in the
community. He said he
wants to have the course
opened again by April 1, but
it might open it sooner de-
pending on the weather.,
