cator of the Year for Region 2.
He was awarded the distin-
guished title Wednesday,
Jan. 5, in Redding, where
several local faculty, staff and
directors.were present.
His award was greeted with
loud and proud cheers from
the Greenville contingent, ac-
cording to fellow teacher Lau-
rie Warm.

NOTICE OF INTENT TO ADOPT AN
INITIAL STUDY/MITIGATED
NEGATIVE DECLARATION
Project Title: Antelope Dam Weir Sediment
Removal Project
The California Department of Water
Resources (DWR) Oroville Field Division
has prepared and intends to adopt a
Mitigated Negative Declaration (MND) for
the proposed project in compliance with the
California Environmental Quality Act (CEQA)
and State CEQA Guidelines
Project Location: The proposed project is
located on Indian Creek just below the outlet
of Antelope Lake in Plumas County. Indian
Creek is a tributary to the Feather River. It is
located within the Antelope Lake 7.5 minute
U.S.G.S. Quadrangle in Section 22 of T27N,
R12E at elevation 4920 feet. The Antelope
Dam Weir is approximately 22 miles north-
east of Taylorsville and 30 miles northeast of
the intersection of Highway 70 and Highway
89.
Project Description: The project proposes to
remove approximately 175 cubic yards of
accumulated sediment, debris and emergent
vegetation from the upstream side of the out-
let measurement weir located below
Antelope Dam.
Environmental Review Process: DWR has
prepa:red an initial stu~y~proposed m~tigated
negative declaration (IS/MND) on the pro-
posed project in accordance with the
requirements of CEQA. The IS/MND
describes the proposed Antelope Dam Weir
Sediment Removal Project and provides an
assessment of the project's potential
impacts on the environment. The IS/MND
concludes that any petentially significant
impacts that may result from the proposed
project can be avoided, eliminated, or
reduced to a level that is less than s~niticant
by the adoption and implementation of spec-
ified mitigation measures.
Public Review Period: The IS/MND is being
circulated for public review and comment for
a review peded of 30 days starling January
10. 2011. Written comments should be sub-
m~tted and received at the following address
no later than close of business (3:30 p.m.}
on February 9, 2011.

Notice of Proposed Action
Placer Mining Exploration
The Mt. Hough Ranger District is seeking
p~lic input on issuing a Plan of Operations
for placer mining exploration. The Plan of
Operations would allow Advanced Geologic
Exploration and claim owners Tomes
Zubicek and Matthew Davidson to conduct
exploratory placer mining activities on two
mining claims located on National Forest
System lands. The project will be conducted
in two phases. Operations in the first phase
would involve excavation of sample holes
with a mini excavator. Samples would be
processed through a high-banker. In the sec-
ond phase, in a separate location, trenches
would be constructed with a backhoe and
samples processed through a portable from-
reel. Water for processing will be pumped
from the creek to a freshwater containment
trough and discharged into a waste water pit.
Reclamation will be completed prior to the
onset of winter weather. Location of pro-
posed exploration is Dark Ravine, T26N,
R8E, Sections 23 and 24, MDBM.
This plan would be valid for a period of one
(1) year.
This comment period is intended to provide
those interested or affected by this proposal
an opportunity to make their concerns
known prior to a decision being made by the
